The short answer

Australia regulates primary sunscreens as therapeutic goods through the Therapeutic Goods Administration, and evaluates them against the Australian and New Zealand standard AS/NZS 2604. The maximum labelled sun protection factor is 50+, broad spectrum has a defined meaning, and water resistance is expressed as a tested duration in hours. It is a third distinct regime, and an Australian pack does not read the same way as a British one.

Australia has the strongest public sun protection culture in the English speaking world, for reasons of latitude, climate and public health history. It also has a regulatory regime distinct from both the UK and EU cosmetics framework and the United States drug framework, which makes it the third thing a British traveller may encounter on a shelf.

Sunscreen as a therapeutic good

Primary sunscreens in Australia, that is, products whose main purpose is sun protection, are regulated as therapeutic goods by the Therapeutic Goods Administration. Secondary sunscreens, where sun protection is incidental to another purpose such as a moisturiser or a cosmetic, are handled differently. The distinction between primary and secondary is itself a useful idea and one that European labelling does not make explicit.

The technical requirements come from AS/NZS 2604, Sunscreen products, evaluation and classification, the joint Australian and New Zealand standard. It sets out test methods and classification for sun protection factor, broad spectrum performance and water resistance.

Why the maximum is 50+

Australia caps the labelled sun protection factor at 50+. The reasoning is the same as in Europe: above a certain level, the incremental gain in ultraviolet B absorption is small, the precision of the test method does not support finer distinctions, and larger printed numbers encourage people to believe they can stay out longer, which is the behaviour that causes burns.

Water resistance in hours

Australian labelling expresses water resistance as a tested period in hours, up to a maximum defined by the standard. That is a third convention: the UK and EU use categories, the United States uses minutes, Australia uses hours. All three describe an immersion procedure, and the differences are in how the result is communicated rather than in the underlying idea.

An Australian pack stating a multi hour water resistance is not making a claim that would be impossible in Europe. It is expressing the outcome of a longer immersion procedure in a unit European labels do not use. What it shares with every other regime is the boundary: no immersion procedure anywhere tests abrasion, towelling, or the specific water you are going into.

What it certifies

On an Australian pack: that the product meets the top labelled category of the Australian and New Zealand standard, that it satisfies that standard's broad spectrum requirement, and that it was tested for water resistance over the stated period using the procedure the standard sets out. Primary sunscreens of this kind are regulated by the Therapeutic Goods Administration.

What it does not

It does not carry across to the UK convention. There is no UVA in a circle mark and no star rating. And a longer stated water resistance period still describes an immersion procedure, not abrasion, towelling or a day at the beach.

The practical checks are the same three as anywhere. What is the factor. Does it say broad spectrum, and under whose test. What water resistance period is stated. Then apply enough of it.

The part that travels better than the labelling

The most useful Australian export in this field is not a regulatory instrument, it is a behavioural one. Australian public health messaging built its sun protection culture around a short, memorable sequence of physical actions rather than around product selection: covering up, seeking shade, wearing a hat, wearing sunglasses, and using sunscreen as one element among several rather than as the whole strategy.

What it means for a British reader

  • An Australian pack is not directly comparable to a British one, though the factor concept is broadly shared.
  • There will be no UVA circle and no stars. Look for the broad spectrum wording instead.
  • A stated water resistance in hours is not a promise about your session. Same limitation, different unit.
  • The behavioural model is worth importing even if the product is not.

Primary and secondary sunscreens, a distinction worth borrowing

The Australian split between primary and secondary sunscreens is quietly one of the more useful ideas in the field, and it has no direct European equivalent on the label. A primary sunscreen is a product whose purpose is sun protection. A secondary sunscreen is a product with another purpose, a moisturiser, a foundation, a lip balm, a tinted cream, that also carries a sun protection factor.

The distinction matters because behaviour differs. People apply a primary sunscreen deliberately, in quantity, to exposed skin. People apply a moisturiser in the quantity that a moisturiser requires, which is much less, and they do not reapply it during the day. A factor printed on a product designed for a different job is therefore likely to be delivered at a fraction of its tested level, and it will not survive a swim, a run or an afternoon.

For anyone reading this site, the practical version is simple: a cosmetic carrying a factor is a useful addition on an ordinary day and is not a substitute for a proper application before anything the conditions files describe. The maximum water resistance period, and why there is one

The Australian and New Zealand standard sets a ceiling on the water resistance period that may be claimed. That is a deliberate choice of the same kind as the cap on the labelled sun protection factor: the regulator is limiting how far a truthful test result may be pushed as a marketing message.

The reasoning is behavioural rather than technical. A very long stated water resistance period invites a reader to conclude that reapplication is unnecessary for that period, and reapplication is the behaviour that most reliably determines whether protection is present. A ceiling keeps the claim within the range where the reader is still expected to do something.

It is a good illustration of a principle that runs through all three regimes discussed on this site: labelling rules are not only about accuracy, they are about what an accurate statement causes a person to do.

New Zealand, and a shared standard

The standard is a joint Australian and New Zealand document, which is why it carries the AS/NZS prefix, and the same is true of the sun protective clothing standard. Regulatory arrangements for sunscreen have differed between the two countries over time, and we are not going to characterise the current position in New Zealand in detail, because it is the sort of thing that changes and we would rather say nothing than say something out of date. The technical standard, however, is shared, which is why an Australian and a New Zealand pack read the same way.

What is not verifiable

We do not rank regimes, we do not compare products across them, and we publish no test data. We are also careful not to imply that a stronger regulatory framework produces a better outcome on your skin, because the dominant variable is still how much you apply and how often you reapply, and no regulator has solved that.
