This is the most important thing on this site, and the least interesting to read, which is roughly why it never gets through.
The number on the front of a sunscreen pack was produced by a laboratory procedure. That procedure, ISO 24444, specifies how much product is applied to each unit area of skin. That specification is not a suggestion, it is a controlled variable, because without it results from different laboratories would not be comparable.
The quantity specified is considerably more than people apply in ordinary use. This has been examined repeatedly in the published literature on application behaviour, and the finding is consistent across studies and populations. People apply less, often much less.
Why it matters more than it sounds
If protection fell in simple proportion to quantity, applying half as much would give you half the protection, which would be bad but manageable. It does not work that way. The relationship between the amount of film present and the protection delivered is non linear, and the shortfall runs against the user. Applying a fraction of the tested quantity delivers a smaller fraction of the labelled protection.
We are deliberately not putting a figure on that relationship, because doing so responsibly would require citing a specific study and a specific model, and this publication does not repeat numbers it cannot stand behind. The mechanism is enough for the practical conclusion: the number on the pack is an upper bound, and everyone is below it.
It propagates through every other claim
Water resistance is expressed as a proportion of protection retained after immersion. Retained relative to what? To the protection established at the tested quantity. So a thin application does not just start lower, it makes the water resistance claim describe a smaller absolute quantity of protection too. Why nobody applies enough
It feels wrong
The tested quantity produces a visible, tacky, unattractive layer. Modern formulations are designed to feel light and disappear, and people apply until it disappears, which is exactly the wrong endpoint.
It costs money
Applying properly consumes product at a rate that surprises people, and a family fortnight uses far more than one bottle. That is a genuine barrier and worth naming rather than moralising about.
Nobody has ever seen the reference
No one has applied the laboratory quantity and seen what it looks like, so there is no mental image to aim at.
Sprays and mists make it worse
A spray applied at arm's length in wind delivers an unknown and often small proportion of what leaves the can. Sprays are not inherently worse formulations, but they are considerably harder to apply at a known quantity, and rubbing in after spraying is what makes them work.
The practical answers that work
Apply twice
The NHS advises applying sunscreen twice before going out, once thirty minutes or so before and again just before leaving. This exists precisely because it doubles a quantity that people habitually under deliver, without asking anyone to measure anything. It is the single most effective correction available.
Use a rule of thumb you can execute
Public guidance from bodies such as the British Association of Dermatologists offers practical volume guidance for a whole body application. The value of any such rule is not precision, it is that it gives you a target that is much larger than instinct.
Apply in sections and finish each one
Face and ears. Neck front and back. One arm, then the other, including the backs of the hands. Chest and shoulders. Each leg, including the tops of the feet. Sections stop you from spreading one inadequate handful across a whole body.
Apply to dry, cool skin, before kit goes on
Not over sweat, not over sun cream that is already there, not after the wetsuit is half on.
Rub sprays in
Always.
The economics, stated plainly
Applying properly means buying more. For a family on a summer holiday this is a real cost, and pretending otherwise is unhelpful. Two observations. First, a large plain bottle of a moderate factor used generously is a better protective purchase than a small expensive one used sparingly. Second, textile does not need reapplying, so a rash vest bought once removes an area from the consumption problem permanently. Our note on UPF clothing makes that case.
What the pack tells you about quantity

What it certifies
The pack still says 50. That is a truthful statement about a laboratory determination carried out at the quantity the test method specifies.
What it does not
The skin does not receive 50. Applying less than the tested quantity reduces protection, and not in a friendly linear way. There is no marking, warning or indicator anywhere on the pack that tells you this, and no way for a user to measure what they have applied.
There is no indicator anywhere in the category that tells a user whether they have applied enough. That is a genuine design gap, and no amount of consumer education entirely closes it.
The two application rule, and why it works
Of all the practical corrections available, applying twice is the one that survives contact with real people. It works for reasons that have nothing to do with chemistry.
The first application is applied to the endpoint people naturally use, which is when it stops being visible. That endpoint arrives well before enough product is on the skin. The second application starts from a surface that already has product on it, so the visual endpoint arrives later, and more goes on. The net effect is a considerably larger quantity delivered without anyone being asked to measure or to estimate anything.
It also has a timing benefit. Applying the first layer well before going out means the film has settled before the exposure starts, rather than being applied at the door and then immediately rubbed off by a shirt, a bag strap or a towel.
What a family actually gets through
A useful sanity check for anyone packing for a holiday: work out how many applications you expect to make. Two people, applied properly twice in the morning and reapplied three times across the day, is a lot of individual applications across a fortnight. Multiply that by the quantity a proper application requires and the answer is not one bottle.
Underbuying is one of the quiet mechanisms by which people end up applying thinly. If there is visibly not enough in the bag to last the trip, the rationing starts on about day three and nobody makes a conscious decision about it. Buying more than you think you need is, in a very direct sense, buying protection.
What is not verifiable
We do not publish an application quantity figure, a protection curve, or a conversion between what you applied and what you received. We have measured nothing. What we can tell you is that the test method specifies a quantity, that real application is consistently below it, and that the direction of the error is always against you.
The one line version
Apply about twice as much as feels right, apply it twice, and reapply. That single sentence outperforms any amount of shopping.
