Snorkelling produces the most predictable severe sunburn in travel. The mechanism is simple and it is entirely about posture. A snorkeller floats face down, motionless, at the surface, for a long time, in a place where the ultraviolet index is much higher than at home. The back, the backs of the thighs, the backs of the knees, the back of the neck and the backs of the arms are presented flat to the sun, unmoving, for the whole session. The water is warm, the body is cool, and nothing in the experience suggests anything is happening.
The conditions, set out plainly

- A long sleeved rash vest, which removes the entire problem for the torso and arms, plus film on the backs of the legs, the back of the neck and the ears, and a hard limit on time in the water without reapplication.
The index is not the one you are used to
British visitors habitually underestimate tropical ultraviolet. The World Health Organization's global solar ultraviolet index runs on defined bands, with the top band described as extreme, and equatorial destinations regularly sit in it around the middle of the day. Why the water resistance claim runs out first
The immersion procedure behind a UK or EU water resistance claim uses defined immersion periods with measurement before and after. The higher claim uses more of them. Both are shorter than a typical snorkel. That is not a criticism of the standard, which was designed to make a claim testable and comparable rather than to simulate a holiday. But it means the label has stopped being informative before you have seen your second turtle.

The reapplication clock

The distinguishing feature is that reapplication is impossible without leaving the water. Mechanism only.
The rash vest is the answer
This is the clearest case in the whole guide where a textile removes a problem rather than reducing it. A long sleeved rash vest covers the back, the shoulders and the arms, which is the great majority of the exposed area on a snorkeller, and it does so for the entire session without degrading, without reapplication and without any dependence on how much was applied. Add board shorts or leggings for the backs of the thighs and the problem is largely solved.

The backs of the legs
Deliberate, generous, and reapplied on the boat. The backs of the knees in particular are almost never applied to.
The back of the neck and the ears
Above a vest collar and below a mask strap there is a band of skin that takes everything. Make it a habit.
Get out
Time in the water is the variable you actually control. Two shorter snorkels with a reapplication between them is a completely different exposure from one long one.
Shade on the boat
The surface interval is exposure too, and it is exposure on wet skin with no film left. Most people burn as much on the boat as in the water.
What the label will and will not tell you
Reef safe
What it certifies
Nothing standardised. There is no UK or EU legal definition of reef safe, no test method behind it, and no regulator certifying it. Some jurisdictions have banned particular ultraviolet filters in sunscreen, and a product may be formulated to comply with those specific bans, which is a factual and checkable thing. The phrase itself is not.
What it does not
It does not certify that a product is harmless to coral or to marine life, it does not indicate any assessment has been carried out, and it does not tell you which filters the product does or does not contain. Read the ingredients list, and check the rules of the place you are actually going.
Reef safe is worth pausing on because it is the claim travellers most often rely on and it is the one with the least behind it. Where a destination has legislated about particular filters, that is a specific, checkable rule, and a product either complies or does not. The phrase on the front of a pack is not a substitute for checking the rule where you are going.
Divers, briefly
Scuba divers have a smaller problem in the water, because a wetsuit or a skin covers most of the body and depth attenuates ultraviolet quickly. Their exposure is on the boat: kitting up, surface intervals, and the long ride out and back, usually with no shade and with wet skin. The characteristic diver burn is on the tops of the feet, the hands, the back of the neck and the face, acquired entirely above the surface.
What is not verifiable
We cannot tell you how much protection remains after ninety minutes at the surface in warm salt water, and neither can the pack, because it was never tested for that. We publish no measurements. What is verifiable is the length of the immersion procedure behind the claim, the coverage of a garment, and the amount of time you spent in the water.

Holiday sunburn is a discrete, memorable, high intensity exposure, and it is exactly the kind that people accumulate a few of and then forget.
